Parasect: the Bug Is Already Gone
The mushroom is not riding the insect. It replaced it, and the entries say so in order.
Paras is a small orange bug with two mushrooms on its back. Parasect is a bigger orange bug with one enormous mushroom on its back and blank white eyes. Most people read that as an insect wearing a fungus. The Pokédex has been telling us, since Red and Blue, that it is the other way around — and it does not build to the reveal. It opens with it.
Generation I says it outright
“A host-parasite pair in which the parasite mushroom has taken over the host bug.”
Taken over. Not living on, not attached to. The very first entry the species ever had frames the relationship as a completed takeover, and calls the insect the host rather than the Pokémon. The mushroom is not an accessory. It is the one in charge, and the entry is written from its point of view.
Yellow then explains the mechanism, which is worse.
“The bug host is drained of energy by the mushrooms on its back. The mushrooms appear to do all the thinking.”
Drained of energy, and the thinking has moved. Between those two entries there is nothing left for the insect to be doing. It is not co-operating, it is not suffering in a way it can register, and it is not steering. Those blank white eyes are not a stylistic choice.
Paras was already losing
The horror is not that evolution goes wrong. It is that Paras is described, from the beginning, as a creature that is already being consumed — the mushrooms on its back are drawing nutrients out of it while it is still small and still itself. Evolution is not a transformation here. It is the moment the fungus finishes.
That reframes the levelling. Every other Pokémon in the game gets stronger when it evolves. Paras gets eaten on schedule, and the game gives you experience points for it.
The typing is the tell

Bug and Grass, in that order, is a compromise the mechanics have to make: the body is still an insect even though the entries say the driver is not. And the four-times weakness to Fire that comes out of that pairing is one of the worst defensive profiles in the game — the fungus has taken command of a vehicle it made catastrophically flammable.
Why this one is real
Plenty of Pokémon lore is invented gothic. This one is not. Fungi in the genus Ophiocordyceps really do infect insects, really do alter their behaviour to spread spores, and really do leave a body that moves without the animal in it. Parasect is not a monster somebody made up. It is a fairly restrained description of something that exists, given a health bar.
Which is why the entries never bother with menace. They do not need to make Parasect frightening. They just describe it accurately and let you work out what you are looking at: a bug-shaped thing walking around, being driven, with nobody home.
